In accordance with the relevant provisions of the approval procedures for environmental impact assessments of construction projects, and after deliberation, our bureau intends to approve the “Environmental Impact Report Form for the New Construction Project of the Supercritical Carbon Dioxide Foaming XPS Product Production Line of Guangdong Kejia Energy saving Technology Co., Ltd.” In order to uphold the principles of openness and impartiality and to accept public supervision, this report is hereby made public for five working days (from March 11, 2022 to March 17, 2022). Project Overview This is a new project with a total investment of RMB 20 million, leasing a building area of 8,650 square meters, and an annual production capacity of 124,000 cubic meters of XPS extruded boards and 10,000 square meters of XPS composite panels.
Major Environmental Impacts of the Project and Mitigation Measures

(1) The project shall not use solvent-based coatings, inks, adhesives, and other materials with high VOC content; nor shall it, without authorization, purchase waste plastics from external sources for product manufacturing.

(2) Cooling wastewater from the project must be collected and treated before being reused in production; discharge to the external environment is prohibited.

(3) After being treated in a three-stage septic tank, the project’s domestic wastewater shall meet the Class III standard for the second period as specified in the Emission Limits for Water Pollutants (DB44/26-2001), and shall then be conveyed via the municipal sewage network to the Dingshan River Wastewater Treatment Plant in Xinwei Town for further treatment.

(4) The project shall be equipped with corresponding facilities for the collection and treatment of waste gases, as well as process-monitoring systems for pollution-generating operations in accordance with regulatory requirements, which shall be connected to the environmental protection supervision platform. Waste gas emissions shall comply with Table 4 of the Emission Standard of Pollutants for the Synthetic Resin Industry (GB 31572-2015), and odor concentration shall comply with the boundary-standard values for newly expanded or reconstructed plants specified in Tier 2 of Table 1 of the Emission Standard of Odorous Pollutants (GB 14554-93). For fugitive emissions of volatile organic compounds within the plant area, total non-methane hydrocarbons shall comply with Table 9 of the Emission Standard of Pollutants for the Synthetic Resin Industry (GB 31572-2015); VOCs shall be governed by Table 2 of the Emission Standard of Volatile Organic Compounds for the Furniture Manufacturing Industry (DB 44/814-2010); and particulate matter shall comply with the monitoring concentration limits for fugitive emissions during the second phase stipulated in Guangdong Province’s Emission Limits for Air Pollutants (DB 44/27-2001).

(5) Noise at the project’s plant boundary shall comply with Class 3 of the Environmental Noise Emission Standard for Industrial Enterprise Boundaries (GB 12348-2008).

(6) Solid waste generated by the project shall comply with relevant management requirements, and industrial waste shall not be mixed with domestic waste for disposal. Hazardous wastes such as spent activated carbon, oil-contaminated rags, spent paint rollers, waste adhesives, and empty adhesive containers must be managed in accordance with the “Standard for Pollution Control on the Storage of Hazardous Wastes” (GB 18597–2001) and the “Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste.”
